Fleet Master Seahorn

does anyone have the rules for him?

I dont have the official ones anywhere, but here's what I know/remember:

Can't be used in tournaments. He is not under either player's control and cannot be attacked or targeted. Does not block line of sight, and characters can move through him, but characters cannot end their turn on the questgiver's space. The stack of quest cards cannot contain duplicates (which doesn't really matter since they only made the three, but if you make your own, I guess there's that). When a quest is completed, remove it from the game so that it cannot be done twice in the same game.

Other than that, we would roll, and the person who wins the roll places him on the board, somewhere within 3 spaces of any victory point space.
